The MPEG 1 standard itself contains a very good practical explanation of the video portion
of the standard in Appendix D of chapter 2 (video).  The other portions are much simpler
than the video portion, and they are covered in their own chapters.  If you don't already
have the MPEG 1 standard document, you'll need it to do any serious work with the format,
so you might as well try it first for what you need.

Its ISO identifying number is ISO/IEC 11172.
